- INT11International/Business/EconomyBrazil stocks tumble as US bailout plan failsSao Paulo/Rio de Janeiro, Sep 30 DPA For the first time in close to a decade the Brazilian stock exchange in Sao Paulo had to suspend activities for half an hour Monday, after its Bovespa index crashed 10.6 percent.Trading was temporarily halted at 2.49 p.m., following news that the US House of Representatives rejected a $700 billion bailout plan to rescue the economy from the brink of financial meltdown. When trading resumed, share prices continued to fall, dipping as low as 13 percent. A second suspension - potentially for an hour, as established for cases in which the slide touched 15 percent - was avoided. At closing, stocks were down 9.36 percent. Meanwhile, in Mexico City, the IPC index lost 6.4 percent and Argentina's Merval index dropped 8.7 percent. The previous suspension of trading at the Brazilian stock exchange took place Jan 14, 1999, in the middle of a foreign exchange crisis that led to a major devaluation of the Brazilian real. In this context, Brazilian President Luiz Inacio Lula da Silva called for "wisdom" among US authorities in the face of the ongoing credit crisis. "The emerging countries, which did everything right, cannot now be victims of the casino that the bankers set up in the United States," Lula said. "It is time for the US Congress to take on the responsibility that corresponds to it. They created the problem, and that is why it is they who have to solve it," he said. Lula claimed that Brazil's economy - the 10th largest in the world - would not be "contaminated" by the financial turmoil in the north. "We are aware of the seriousness of the crisis, but we are sure that exports and imports are still fine, and that our industry is still fine. We are conscious of what is happening, but we are calm," Lula said. Referring to Monday's crash in Brazilian stocks, he said: "The stock exchange historically rises and falls. That is not the problem. And it is not just the Brazilian stock exchange, but stock exchanges around the world." Brazilian Finance Minister Guido Mantega said he believed that the US Congress would eventually pass a bail-out plan and noted that the current credit crunch had not affected the Brazilian economy. "We have quite a solid fiscal situation, inflation is under control," Mantega said.--DPAskp/mv/sh442 Words30090959

- SPO16SportsAtwal tied 50th in Panasonic Open golfOsaka, Sep 25 IANS Indian golfer Arjun Atwal, stopping in Asia during a two-week break on the Nationwide Tour in the US, opened the Asia-Pacific Panasonic Open with an even par 70 at the Ibaraki Country Club's West Course here Friday. Atwal was tied for the 50th place while his compatriot Rahil Gangjee shot a three-over 73 and was lying way behind in 89th place. Japan's Kaname Yokoo fired a blistering eight-under-par 62 to grab the first round lead while Chinese star Liang Wen-chong headed the chasing pack with a 64. AsiaTour No. 1 in 2003 Atwal, who won the Maybank Malaysian Open this season, carded 70, despite losing a ball on the back nine. Atwal played the first round with Japanese golf legend Jumbo Ozaki and Shigeki Maruyama. "It's good to be back but I've been getting up at three every morning because of the jet lag. I played with Jumbo Ozaki and Shigeki Maruyama this morning, which was a good pairing and I enjoyed it. My driver was a bit off and I lost a ball on the back nine off a drive which was just slightly offline. There wasn't any rough up there and there were like 15 people walking with us but no one saw where the ball ended up. I had to reload and ended up with a bogey there," said Atwal. "I'm slated to play the last four events on the Nationwide Tour and then come back for the Barclays Singapore Open, UBS Hong Kong Open, take a week off and then play the last three events on the Asian Tour. If I get close to the Asian Tour's Order of Merit in Hong Kong, then I'll play in all the remaining events as I would like to have the chance to win the Order of Merit title again," he said. On his current status on Nationwide, Atwal added, "I'm presently 34th on the money list there and nearly $20,000 behind the 25th ranked player, which is the cut mark to earn a PGA Tour card. One top-five finish and I'm in the PGA Tour again. The Nationwide Tour Championship is a $1 million event so I've got a good chance of regaining my US card and basically have four shots at it."Yokoo, a five-time winner in Japan but looking to end a two-year title drought, was flawless as he posted eight birdies to lead by two shots from reigning Asian Tour number one Liang, who returned a 64. Australia's Marcus Both also carded a 64 after enjoying a flying start with three birdies and eagle in his first five holes at the $1.85 million event sanctioned by the Asian Tour and Japan Golf Tour. Current Asian Tour Order of Merit leader Mark Brown of New Zealand was amongst those bunched on 66. He was relieved to enjoy a timely return to form and also basked in the warm weather of Asia after a stint in Europe. Former US Open champion Angel Cabrera of Argentina shot a 68 while American Fred Couples opened with a 70. Local teenage sensation Ryo Ishikawa struggled to a 76. --Indo-Asian News Servicevks/av/vt572 Words25091828

- INT17International/HealthHIV infects three million self-injecting drug usersSydney, Sep 24 IANS Three million self-injecting drug users worldwide are possibly HIV positive, over 40 percent of them in nine countries, according to a new study. The countries are Estonia, Ukraine, Myanmar, Indonesia, Thailand, Nepal, Argentina, Brazil and Kenya. Bradley Mathers of National Drug and Alcohol Research Centre, Sydney and colleagues from 2007 Reference Group to the UN on HIV and self-injecting drug use SIDU, called for better data in view of the increasing importance of injecting drug use as a mode of HIV transmission in many regions. This systematic review showed huge discrepancies worldwide. For example, in Britain, 0.39 percent of 15-64 year-olds are SIDUs, of which 2.3 percent are thought to be HIV positive. In Spain, this proportion of SIDUs is lower 0.31 percent, but the proportion of SIDUs with HIV is many times higher 39.7 percent. In Australia 1.09 percent of 15-64 year-olds are IDUs, a relatively high number, however only 1.5 percent of them are HIV positive, reports Sciencealert. The findings were published online in The Lancet and will appear in its print version. "Australia has a significant number of injecting drug users but has done very well in keeping HIV rates among injectors low," said Mathers. "This is due largely to the implementation of effective HIV prevention programmes for injectors, rolled out in the early stages of the HIV epidemic." Other examples of country figures, with proportion of 15-64 year old SIDUs first and proportion of those who are HIV positive second are the US 0.96 percent/15.6 percent, Argentina 0.29 percent/49.7 percent, China 0.25 percent/12.3 percent, Ukraine 1.16 percent/41.8 percent, Russia 1.78 percent/37.2 percent and Estonia 1.51 percent/72.1 percent. In Europe, the highest proportions of SIDUs among 15-64 year-olds were in Italy 0.83 percent and Switzerland 0.65 percent; while the highest figures for proportions of SIDUs that are HIV positive were Spain and Portugal 15.6 percent. --Indo-Asian News ServiceSt/jg365 Words24090917

- INT54International/DefenceFrance to help Brazil build nuclear submarineRio de Janeiro, Sep 23 RIA Novosti France will help Brazil build a nuclear-powered submarine to protect vast oil reserves off its coast, the Brazilian defence minister said Tuesday. Speaking during a large-scale military exercise involving the army, navy and air force, along the Brazilian coast, Nelson Jobim said France will transfer technology to Brazil for building a nuclear submarine. "We will build the nuclear submarine together. Brazil will be responsible for the conventional part of the project," he said. According to the minister, Brazil and France discussed the technology transfer in January at talks in France, and an agreement could be signed before the end of this year during the official visit of French President Nicolas Sarkozy to Brazil. Brazil hopes to have the vessel built by 2020 and become the first Latin American nation to possess a nuclear-powered submarine. The deal would also include the joint construction of four diesel-powered submarines. Brazil and Argentina are the only Latin American countries with significant nuclear capabilities. The Brazilian military, which has five conventionally powered submarines in service with the navy, has been seeking to build a nuclear submarine for decades amid worries over the security of its offshore oil reserves. The ongoing war games codenamed Operation Atlantic is aimed at thwarting a simulated attack on Brazilian oil drilling facilities. The exercise involves 20 ships, several submarines, 9,000 troops and 50 aircraft. --RIA Novostidkg/dg261 Words23091614
